C-Band Transition

NetActuate C-Band Transition Acceleration

The C-band transition in the United States has moved from planning to execution. Operators are now actively working to complete site work, stabilize routing and redundancy, and modernize how C-band workflows move to IP. NetActuate is your turnkey global partner to accelerate that work with edge cloud, Open Network Edge (ONE), and one of the world’s largest Anycast networks.

What Changed in the USA

The FCC repurposed the 3.7 – 4.2 GHz band by clearing 3.7 – 3.98 GHz for flexible use, establishing 3.98 – 4.0 GHz as a guard band, and moving incumbent satellite operations into the upper portion of the band.

For organizations that rely on C-band distribution, this typically will require work across multiple layers

  • Earth station updates and coordination across markets
  • New backhaul paths and network redesign for resilience
  • Transitioning contribution and distribution workflows to IP at scale

Why 2026 is a Critical Year

The FCC framework established Phase I and Phase II accelerated deadlines in 2021 and 2023, with an ultimate transition deadline of December 5, 2025. The industry has now passed the major readiness milestones, while regulators have noted that C-band relocation work continues through remaining process details and follow-on activities.

C-band modernization is now in execution. In practical terms, 2026 is when many operators are focused on finishing modernization projects and scaling stable, repeatable communication architectures across sites.

The FCC is still actively exploring additional changes in the upper C-band, which reinforces the need for infrastructure that is flexible, repeatable, and partner-friendly.

Turnkey Global Partner from Rooftops to IP

NetActuate helps you execute multi-site edge buildouts, integrate transport and compute, and deliver C-band workflows over IP with predictable operations. NetActuate delivers edge infrastructure and network solutions in over 45 locations worldwide.
What this looks like in the field
Site sourcing and deployment coordination across markets
Backhaul into colocation, bare metal, and cloud offerings
IP delivery, traffic steering, and resilience using BGP Anycast

Infrastructure Only. Never a Competitor.

For C-band related contribution and distribution, many teams already have an application stack, encoding stack, OEM relationships, or a service brand to protect. NetActuate stays in the infrastructure and network lane so you stay in control.

ONE for Consistent Deployments

Open Network Edge (ONE) is NetActuate’s open source, distributed IaaS designed for deployment flexibility across cloud, VMs, colocation, and bare metal, providing everything needed to architect cloud environments and extensible infrastructure. Standardize builds across sites so you can scale faster and operate consistently.

Edge Cloud That Supports Real Workloads

NetActuate supports cloud, VMs, colocation, bare metal, storage, and Kubernetes-ready deployments, all connected with Anycast connectivity. This is ideal when you need to terminate, process, secure, and route traffic close to where it enters the network, then deliver it onward with low latency and high availability.

DevOps-first Operations and Automation

C-band modernization succeeds when teams can deploy and iterate quickly across sites. We support engineering-led integrations and APIs, and provide tooling and automation workflows in our customer portal. To build CI/CD, infrastructure-as-code, or automation, NetActuate Consulting covers architecture, DevOps, vNOC, smarter hands, and logistics as needed.

Partnerships throughout the Stack

NetActuate works with partners that offer the software layers on top of the NetActuate stack for things like workflow management, encoding/transcoding, multiplexing, and OTT platforms for content providers, broadcasters, operators, and more.

Built for Contribution-Grade Requirements

Contribution-grade transport requires engineered routing and redundancy, not generic connectivity. Requirements often look more like mission-critical transport than classic web delivery
Higher sensitivity to packet loss and route instability
Strong need for redundancy, deterministic failover behavior, and careful routing design
24x7 predictable high-throughput traffic that benefits from deep network optimization
Performance delivery to ensure low latency and/or stable latency across a region
NetActuate’s Anycast and routing expertise supports low-latency routing, global failover, load balancing, and delivery optimization, and the company operates the 4th largest IPv4 and IPv6 network in the world.

Common Use Cases

Service providers are taking advantage of the C-band spectrum changes in several areas.

Satellite distribution modernization and IP egress redesign

Live broadcast contribution workflows and multi-destination distribution

Wireless and private network backhaul and edge aggregation

Multi-site standardization across regions

Security and resilience upgrades as traffic transitions to IP

Engagement Model

01
Readiness and architecture session
Inventory sites, dependencies, backhaul needs, redundancy targets, and operational constraints.
02
Deployment plan
Define edge locations and facility needs, choose Edge Cloud, colocation, bare metal, and platform approach using ONE.
03
Deploy, test, and operate
Execute site work, validate routing and failover, then move into steady-state operations with 24x7 support.

Frequently Asked Questions

What is the C-band transition?

The FCC voted Nov. 20, 2025 to advance a notice of proposed rulemaking that would clear spectrum in the 3.98 to 4.2 gigahertz upper C-band for auction and eventual wireless use. Companies are now incorporating this transition into their business models.

How does NetActuate help accelerate the C-band transition?

NetActuate offers edge infrastructure and networking solutions for multi-site edge buildouts, transport and compute integration, and delivery of C-band workflows over IP.

How do contribution-grade transport requirements differ from the standard web?

Contribution-grade transport requirements look more like mission-critical transport with engineered routing and redundancy, deterministic failover behavior, sensitivity to packet loss, predictable high-throughput traffic and more.
